Fuel cells lose menu options when saved and re-placed after being tinker panel’d

Steps to reproduce:
1. Place a fuel cell
2. Change some of the properties in the “Generator” tab
3. Save the XML’d fuel cell as a subassembly
4. Re place the saved fuel cell from the subassemblies tab
5. Open its part priperties menu and compare the available options to a fresh fuel cell
