So, a fuel tank that is empty and would've been a battery with its bouyancy at 200% sinks like a rock unlike its counterparts.

    When a battery is set to 0% fuel, it is still a battery (and can be recharged to its max fuel amount). The amount of charge has little impact on the mass of a battery. In this case, the battery is over three million kilos and drops like a rock and no amount of buoyancy is going to stop that.
