They don't have to be volumetric.
2D clouds can look very good if done right.

This is a good suggestion, and I recommend adding the appearance of clouds (map clouds and volume clouds) to the image quality options.

KSP mod EVE managed this I believe, using effectively a 2D layer that looked pretty good from above and below, and was performance friendly. Could be an option for Juno too.
