Tullop (after being prospected) is a desolate and unprofitable world that hypothetically could have been an earth like world once upon a time, judging by the fact that there are traces of water ice and other biological signatures indicating that this world was once lush. Tullop may have lost its biosphere due to an impact with a large asteroid (assisted with smaller ones), however scientists dont know how it got stripped of its atmosphere, one theory suggests a GRB couldve missed it or hit it (and caused the extinction of its lifeforms), or it couldve missed and obliterated a former moon of Tullop giving it its rings as there is no sign of High Radiation therefore likely making the 3rd suggestion most correct.
